- 4th Quarter Payments -- Waive interest and fees:
Under Chapter 53 of the Acts of 2020, the Select Board may elect to waive certain interest and penalties for amounts due after March 10, 2020 so long as paid by June 30. This will allow residents and businesses some much needed flexibility. Understanding there will be residents and businesses with a need for further flexibility our staff will be available to make arrangements with individuals to delay their payments without penalty or interest. We also anticipate residents and business owners may find it more challenging to meet their tax payment obligations in early FY21 and will watch for revised state guidance to address that payment period and those local needs.
and the proposed motion is as follows:
MOTION: I move that the Select Board for the Town of Buckland, in the interest of meeting the needs of its residents and business owners while balancing the Town’s ability to meet its financial obligations, vote to waive interest and other penalties for the late payment of any excise, tax, betterment assessment or apportionment thereof, or annual sewer use charge or other charges added to a tax for any payments with a due date on or after March 10, 2020 where payment is made after its respective due date but before June 30, 2020 as provided by Section 11 of Chapter 53 of the Acts of 2020.
- Town Board and Committee Meeting Policy
In the same Act, Governor Baker gives some reprieve to Land Use boards, including Planning Board, the Zoning Board of Appeal and the Conservation Commission, regarding applications, hearings and permits. In general, Section 17 of the Act temporarily extends certain statutory deadlines for action by “Permit Granting Authorities” due to the current State of Emergency. At this time the Town’s Policy, as voted by this Board, is to limit public meetings to the Select Board and the Board of Health. Is there a wish to revise this at this time? Although there isn’t a statutory push anymore all three Boards have applications before them.
- Branding and Wayfinding Project
Approval of the design for the sign elements is needed to move forward. Project budget through approved CDBG FY18 reallocations.
